Henrico County, Virginia secured $60M for affordable housing from a data center developer. Memphis is getting a community fund from xAI profits. Georgia counties passed a wave of data center ordinances. Pennsylvania has 50+ data centers facing organized community resistance. The Independence, Missouri city council passed a Community Benefit Agreement ordinance in 2025.

The Six-Phase Local Campaign Playbook

Phase 1 — Evidence Base: Map every data center in your county. Document electricity rate increases. Build the local cost-benefit analysis. Phase 2 — Coalition Building: Utility bill payers, displaced workers, young job seekers, small business owners, faith communities, environmental groups. Phase 3 — Official Engagement: County commissioner meetings, planning board hearings, public utility commission testimony. Phase 4 — Media and Public Pressure: Local news, social media, community meetings. Phase 5 — Negotiation: Community Benefit Agreement with specific operators using the CPI template. Phase 6 — Enforcement: Ongoing monitoring, annual reporting requirements, community advisory board.
