Phase 2 — Coalition Building: Utility bill payers, displaced workers, young job seekers, small business owners, faith communities, environmental groups. Phase 3 — Official Engagement: County commissioner meetings, planning board hearings, public utility commission testimony. Phase 4 — Media and Public Pressure: Local news, social media, community meetings. Phase 5 — Negotiation: Community Benefit Agreement with specific operators using the CPI template. Phase 6 — Enforcement: Ongoing monitoring, annual reporting requirements, community advisory board.
